Second time: Have you measured the filament? Extensively, over several meters? What brand filament is it?

PTFE is there. Filament is Zen Toolworks ABS. I've measured it with calipers each time I calibrate, and it's pretty consistently close to 1.75
There are reports of widely varying diameter on Zen Toolworks stuff.

It needs to be measured a few dozen times along 10-20ft to rule out diameter issues.
It is definitely possible you damaged the heatbreak by drilling, as previously discussed.
The heat break is fine. It wasn't damaged. I took great care using a much smaller bit, and only used it to grab the filament that was jammed. Plus, that wouldn't explain how it jammed the first time.
You said the first time was due to debris in the nozzle.
Something can be smaller and still damage the finish on the heatbreak.
Well, it would appear the PTFE tube had just the slightest gap which led to a small blob of ABS preventing extrusion. Cleared it out and all is well, for now.
ABS shouldn't be able to melt (or even soften) that far up into the break. I'd bet something else is amiss, cooling airflow or heatsink/heatblock gap related.
