but the motors sound like way underpowered not even moving. Definitely a board,signal issue. I rechecked voltage. ugh this thing is a lemon somethign always broken, whats next?

The RepRap Wiki http://reprap.org/wiki/G-code#M203_-_Se … m_feedrate says both that the max feedrate (M203) should be in mm/sec and mm/min.  So try changing your values to mm/min and see what happens.  Since it is only a speed limit, there shouldn't be any harm in having it too high.

Am I having the same problem with the y-axis?
Never had that problem before but my last print produced this.
I'm some kind of frustrated now. One step forward and two back.
