What's the white stuff keeping the wires connected to the core?

Some chunk came off of mine as I was putting the fiberglass insulation in place.

Just some cement it should work fine.

I was watching some j-head hotend assembly video today and the guy mentioned the white thing was thermal paste.
Do those even harden?
