Does it stutter while going around the curves, or is the movement as smooth as everywhere else?  Can you try a different slicer?

Re: why are my curves doing this?

Maybe it's due to the slope of the over hang.  Wondering if printing slower would help.

Re: why are my curves doing this?

My best guess is that oozing is getting wiped when the printer moves from the legs to the main body. I would increase your retraction speed and maybe the length just a little. My reason is because the overhang just under the chin is nice and smooth which says curves and overhang are not the problem. There is a noticeable transition for where the legs join the main body.

I see that effect myself when running too hot on the extrusion. In my case, dropping the temp by 5-10°C makes all the difference...

Might be worth trying...

+1. I used to get this when running too hot or running smaller layer heights.
