Topic: Melting tops of prints

As the title suggests, my solidoodle 3 is melting off the tops of the prints it does. What happens is all the layers up until maybe the last 3 (more than that if the top comes to a point) are being melted because I think the extruder stays there too long and heats the existing plastic to the point of melting. It also still extrudes while doing this, leading to a large gob of plastic at the tops of prints. It generally looks like a dollop frosting on the top of a cake.

I tried only having 1 layer on the top, and that didn't help. Also tried having the extruder go down to 190 after the first layer, but that didn't either. Currently I have extruder and bed 200 and 89 respectively all the time.

Does anyone have any ideas or experience with this issue?
