Those are bubbles caused by steam. Your filament has been sitting in the open to long and has absorbed moisture which it does very well. When heated by the extruder the moisture boils and causes bubbles. If you have an oven that can be set at a low temp like 130 - 150 C then could put in there for 8 hours and bake the moisture out. You could try bury the roll in rice for several days. Otherwise that filament is ruined and needs to be replaced. if you live in an area or keep the printer and filament in an area where the average humidity is over 50% you need to store filament in an airtight container with a desiccant of some sort in the container if the vacuum sealed bag has been opened the filament was packed in.
If this is new filament then return it, get a refund and don't use that brand/vendor anymore as they obviously don't know how to handle filament.
