All my filament rolls are kept in the house, I keep them in original box in a bag with a packet of silca gel, as soon as I finish printing they go back in the bag and box, I dont even leave a filament in my printer it is unloaded after I am finished, I have a bout 15 rolls I hope it is not all the same, because it is stored in the same place.
Ireland would not be known for humidity :-) but saying that week before last it could have been higher than normal.

I need to look at better storage

Those are bubbles caused by steam. Your filament has been sitting in the open to long and has absorbed moisture which it does very well. When heated by the extruder the moisture boils and causes bubbles. If you have an oven that can be set at a low temp like 130 - 150 C then could put in there for 8 hours and bake the moisture out. You could try bury the roll in rice for several days. Otherwise that filament is ruined and needs to be replaced. if you live in an area or keep the printer and filament in an area where the average humidity is over 50% you need to store filament in an airtight container with a desiccant of some sort in the container if the vacuum sealed bag has been opened the filament was packed in.

If this is new filament then return it, get a refund and don't use that brand/vendor anymore as they obviously don't know how to handle filament.

That's really bizarre... I don't suppose it's something to do with the brand of filament? Whatever the cause, those notches are oddly round.

Stripped it completely and cleaned it all out, then let bits sit in acetone, was happy when I put it back together it was totally clean, when I loaded filament it is still coming out with notches on it.
It looks like a twig, see pictures, I decided to see if it would print and done the keyring sample which did look ok.
Tied three other filaments and they all extrude out the same, so dont think it is the filament, you would think they were contaminated with something, bit like when you get water in paint.

Yea I had this problem and not even soaking the hotend in acetone for a day didn't solve this. It also could be warping of the carriage or misalignment of the filament feeding into your extruder.
