My vote is moire.
Use a ceramic screwdriver to adjust the E VREF on the board. When you do this, turn it ever so slightly. The tiniest adjustment will have a significant effect.

so basically just a non conductive screwdriver? ( plastic, etc) clockwise? CCW? or just try each and see?

Yup...non conductive is your friend here. wink
VREF adjustments are typically done by hearing. There is a sweet spot in between a struggling and whining noise. Most people start low then work their way up. This will be done while printing a test.

You can also adjust it via voltmeter, but I couldn't walk you through that step personally.

A 1/4 turn?  Holy crap that thing was way out of adjustment.

You still have a periodic repetition there. It is much better than before.

You can listen for it better if you turn the manual extrusion speed way down in Repetier to something like 5.  The motor will turn so slowly that you can hear the pulsing of the microsteps.  Then turn the vref back and forth and listen for the spot where it sounds the smoothest.
