That's correct except I ended up with the same results from just the battery at 12V. So the test is still valid the charger was just a temp fix that got me by until I came up with a better solution. For me that solutions was remove the load of the bed heater from the board via SSR. At that point I just fixed the bad connections on the stock PSU and it functions just fine with the reduced load.
