I don't know how I didn't think about that.

It appears that the stepper motor is fine.

I then swapped the y axis stepper motor and the same thing.

After further investigation it appears that my snip I made to the extra headers near the z for an extra extruder had
a little piece preventing it from going further.

I removed it and it appears to be moving now however not very fast.
I matched the setting for the x and the y and still not at the same speed.

I also noticed that it doesn't appear to go 10mm when I click 10 mm more like 3 or 4.

I had a similar problem with my Sanguino board (why I switched to RAMPS, that board went bad).

In short, I narrowed things down by:

I swapped drivers (the driver is fine).
I swapped stepper wires (the wires/motors are fine).
I swapped PINS on the ATMega (PINS are fine)
I swapped the resistor, and capacitor (those are fine).

Unfortunately I think your right.

I ordered a new ramps board to verify.

What did you do about the double headers for the z?

Replace the stepper motor connector?

The connector that comes with the stepper isn't capable of going down all the way
with the additional pins in front at least not mine.

My stock SD3 Z connector fit.  I didn't need to do anything there.

The only connectors I replaced were the endstops, and extruder driver fan [connected that to E1]).  Everything else was fine (though a tight fit for the thermistors and LED).

BTW I ordered my board from norcalreprap (via ebay) which came with full headers.  Looks like yours is missing a lot (such as the 12V-AUX pins near D2, where I connected the LED), not that you'll necessarily need the extras, but that one at least is handy.

I should have gone back a page in the forum to see the original pic you posted.  I see you are using the 12v-aux port already.

Maybe you can slightly bend the pins to get the Z connector in place?  I don't suppose the increased 8825 driver height is having an impact?

That's what I ended up having to do at first however the little piece blocking it seemed to cause a problem
with the pins making full contact.

There's still a little piece left that I may have to get with a dremel since my snips aren't strong enough,
it appears it's making full contact so I don't think it's the case

I removed the remaining piece to allow for the z to be completely flush however
that made no difference.

Still moves 3 or 5mm at a time no matter what I put in for the steps per mm

it does speed up when I increase the steps per mm but it doesn't move more then the 3 to 5mm no matter what.

You've already confirmed that it's not the stepper motor by swapping the connections, but did you try swapping the drivers?

Looks like it was my steps per mm and my maximum feed rate.

It just through me off when it worked correctly when I connect the z axis stepper
to the y axis controller and it moved properly.

2267 was what I set the z axis to with a maximum feed rate of 20.

Next biggest issue is no voltage coming from the extruder.

Any thoughts on that?

I've tried messing with the thermistor since I read in a forum that it could effect the exturder from drawing voltage but nothing seems to draw voltage out

I'm actually looking for the same answer here, but aren't the OP's stepper drivers oriented backwards? Everything I have found and read, tells me the trim pots are supposed to point to the rear of the board, away from the power headers..
I have a similar problem too, but mine reboots the lcd over and over whenever I have more than 1 driver installed, and causes the arduino to get hot on the transistor right below the 11A power header on the ramps board. But arduino doesn't heat up with no drivers installed on the ramps 1.4
