I took my meter and checked the nozzle temp. and it is running low.
I set the printer to warmup to 230°c and it heats the Nozzle tip to 197°c
I am thinking this is a lot of my printer problems and need to raise my temp 33°c
that is 33°c lower than recommended for ABS.
I use hatchbox ABS.
could the problem be a hardware problem?
My meter is a Calibrated meter.

Since yours is a makerbot and you can talk to it directly so running a PID autotune is out of the question., you just need to note the difference and set the temp to the required temp to compensate. That was another reason I got rid of the crap Makerbot logic on my clone. You will also want to note that the actual hotend temp is higher inside where the melt zone is than it is on the outside where you measure it at.

Carl should I set the nozzles at 245° and start from their (don't want to burn it in the melt chamber)
I would set it at 230 as see what you get. If it starts skipping then up the temp 5 till it feeds constant.
