Hello,

Done with PID, is this a thermistor issue?
PID Settings
P: 13.40
I: 2.62
D: 17.13

Slicer > Print  the temp wont go up, I still have to manually enable it to reach 190

There can be several place that temp needs to be set.
First is the set profile temp in Slic3r
Second you can have a temp line in the custom start g-code section of your Slic3r profile.
Thirdly your host if RH has a custom start code that may have a temp line.
And of course you have the manual slider in RH that controls temp.
If any one of the first three are set incorrectly it won't get up to temp, causing your described symptoms.

Just looked at your temp chart, could you enable the output graph and post that as well.  This looks like a bad connection.  Turn on the heat manually and chart it from room temp all the way up and a couple minutes more.  Do this without the extruder moving.
