That sounds like possible inconsistencies in the filament itself - thicker in some places than in others causing over-extrusion.
have you done a proper filament calibration? beginning with measuring the filament in multiple places over a couple of yards to get an average diameter to enter into the slicing software?
Every roll will be different and this should be done for every new roll of filament you get.
