It is high temperature epoxy, only way to remove it is carefully chip at it with something without damaging the thermistor or it's wires. It might also dissolve in acetone if you take the extruder apart and soak the heat block in acetone.

It is not that. If you want something to replace it with, just use high temperature rtv.
