Lyman's winder is around $250. I haven't seen any results of it with PLA.

Lyman's original winder cost me about $80 to build.  It doesn't have any way to coordinate with the extruder, so you have to let the filament pile on the floor for a few hours and then start the winder and hope it doesn't catch up to the extruder and start stretching the filament.  You can use it to pull the filament directly from the extruder and set a speed that stretches to the diameter you want, but the tolerance won't be better than about .15mm assuming you use a stepper rather than a gear motor.  There is some variation in extrusion speed from the filastruder, and if the speed of the puller isn't changing with it, the diameter changes instead.
