PV value stays between 28.5-33.6 but its HOT

I got it all assembled and started to do the PID autotune and thought that it was slow to increase temp but could smell that it was hot. Got the trusty IR therm and the tip was at 135C yet PV showed 33.6????? Do I need to change settings or does this value not update when doing the autotune????

Let me know if I am missing something. I even went back and added non conductive thermal compound to the hole for the thermocouple but that didn't change much (the thermocouple is held in with kapton tape that goes around the nozzle.).
