Topic: Is this what over extruding looks like?

Problem: I've been adding/removing different mods trying to make PLA work with my printer, but last night I gave up trying to make the stock extruder work and removed the shroud I printed out, removed the kapton tape I had on to remove heat loss, basically reverted it back to normal. The issue you're seeing in the photo is mainly on the left and right tips of every piece I'm printing. It's like it extrudes way too much or that when it's extruded it expands in that area. I was able to print this part flawlessly, but now every single time I attempt it something goes wrong.
So far I've tried: Adding glue to the bed to help with adhesion, raising and lowering the Z home, and slowing the print down to 20mm/sec
