It could be a bad heat pad. Mine eventually burned through the silicone pad because a wire inside the pad was severed. Look for burnt marks near the power/thermistor harness entering the pad underneath the bed to see if your pad is slowly overheating. 88 should be ok to print even if you don't reach 95. To bypass, go to printer configuration and manually set your heat bed temperature to 88 and the print will start.
I looked below the print bed and saw no physical signs of any issues. Do you think this is something I may need to send it in for, or should I just try to use it at 87-88C, or even better, do you have any ideas for ways I could easily fix it here. Weirdest to me, is that once reaching 88, it will hover back down to as low as 87.1, and get up as high as about 88.3, and somewhat cyclically fluctuates between the two. Similar to the extruder at it's desired temperature. The temperature is definitely set to reach 95, and the power to the heater never dips below 100%, but still it makes me wonder if it is possible that it could be a software issue, though I doubt it.
