How do I take simple images and extrude them out into the 3rd dimension using simple free software?

If your image is a vector format and can be saved/exported as a .svg file, Autodesk 123D Design should work.

You can also do this with sketchup

also thingaverse has a customizable Lithopane maker if thats what your wanting to make with image.

Solidoodle 2 with Deluxe kit cover & glass bed with heater. and 2nd board SD2 used not 3rd and alum platform not installed yet still wood. also need cooling fan installed to board. use Repetier Host couple vers. Slic3r also have all free ware STL programs

How can I make a monchrome bitmap or jpg into a vector format? I basically want to somehow trace the shape and extrude it into 3 dimensions.

You will need to use a program like CorelDraw or Adobe Illustrator to convert it into a vector format.  For free vector software, I found this list http://www.onextrapixel.com/2011/03/15/ … lustrator/.  Also, you can google for "free vector conversion" & find some tools that will just do the trace for you.  However, I have no idea how good those might be since I use Corel.

Cool I'll look into one of these. I think I had inkscape at one point.
