Check the center. In my experience, if you use a cheaper infrared thermometer, it will be less effective. Get what you pay for, right?
But with this said, what does RH say the bed is at? And what do you have it set to? By that, what temperature are you trying to achieve when maxing at 86c?
This could be a number of things. So giving as much info as possible is key.
Could be the bed thermistor, could be a poor connection (unlikely, though), or could be a poor power source (failing power supply, poor contact from wall outlet/wiring from the building, etc.)
