I'm extruding some filament that is oval, 2.19 mm X 1.74 mm.
I have a 1.75 mm SD. Has anyone ever successfully used an oval filament?

Yes, I have. It depends on how tolerant your hotend is. SD hotend will definitely not handle 2.2mm filament. Really probably no 1.75mm hotend will.
So what will it handle? I have a standard SD2 hot end.
Also, do I average the sides to set the extrusion rates?
Standard SD2 hotend won't handle much over 1.85mm, in my experience.
Yes, averaging the sides will be a decent estimate. If I remember correctly, you're trying to print with PP, so you'll have a fair bit of other things to calibrate too.
