Topic: Do nozzle and bed temperatures only depend on the type of filament?

I'm having a few issues with my 3D printer. It's a Dood Digital Project Maker Pro 2, and I'm using PLA filament Dood supplied as a tester.
The issue is that when I'm printing an object at 200 C (Sorry I use Celsius, hope that's not an issue) nozzle temperature and 60 C bed temperature which are about the same as the regular temperatures used to print PLA, the filament coils around the nozzle and the object ends up being displaced.
However, when I print another item, which has for some reason nozzle temperature set at 250 C and bed set at 96 C, I don't encounter this problem and the object is printed easily. But in both cases the filament used is the same. So this is where my question comes in : do nozzle and bed temperatures only depend on the type of filament? If so, does my printer have the wrong parameters set for PLA? Or, if not, what else does it depend on?

250c is way to high for PLA. Usually prints around 185-195. Can vary some from there. Temp will vary by brand and color for the same material. If you're trying to print and the filament is curling up around the nozzle ypur bed isn't close enough

I have a Makerbot 2X and print with ABS and HIPS
the ABS is at 230°C
HIPS is at250°C
