The picture's a little blurry, but I'm betting that the right-hand side of that part in the image was the bottom layer. If so, what do your bed temperatures look like in your slicing program of choice? I over-insulated an enclosure once, for my venerable Printrbot LC, and this would happen constantly until I lowered the temperatures in the bed.
The cause seems to be that, with too high a bed temperature, the bottom layers don't expand as much as the higher layers (that are cooling at a more proper rate). On my Solidoodle 4s, I keep the first layer and overall bed temperature at a constant 105C and it prints like a dream.
