If you downgrade your firmware to 2.2.0, you should be able to use resetted NTAGs.

what is the best way to procceed as far as i can tell i need a password to read the chip as i cannot read past the first 8 lines

What method are you using to try to reset/update the tag?

Were you ever able to read more than 8 lines?

If you cannot read more than eight lines you will not be able to update it.

i did all that and it still wouldnt let me  set anything, now it just says it empty

Once they are empty they cannot be reset. You would need to buy a pack of paper tags and program one to finish of the remaining amount if any.
