I do have experience with the Folgertech Kossel that Tin Falcon linked to, and it is a decent kit for the money. Yes, it is more than what you really want to spend, but in truth, most anything in that $200 range is probably not going to be of decent quality.
Also going to suggest that building a delta/kossel as your first printer is probably not the wisest course of action - they are not easy to set up and calibrate.

I built that one as my first kit printer (i already had a Solidoodle 4, but wanted to build one) and it is a pretty easy, straight forward build - and closer to your price point.
