I have a workbench and all of a sudden the build plate temp wont go past 87C. Any ideas what is wrong?

That heater is really 2 12volt heaters in one. Start by checking the resistance of each circuit when disconnected from the board. If they check out the same then check the voltage of the PSU on each circuit at the connection to the board. You should get 12 volts from each and if you do then it is loosing connection.

Should the power supply be on 212?

If there is a switch on the PSU and you are in the US it should be on 115, if that's what you mean.

yes my Power supply has an option for 115 or 230.
He was saying the bed has 2 heaters, each one is 12 volts. Check to make sure each one has the same resistance and is getting 12v from the power supply. If you are not getting the same resistance, one of the heaters is bad. If you are getting the same resistance, you may not be getting power from the power supply.

If one is bad who sells replacement parts?
Let's focus on the "if" part of that statement first. Should you find that it is indeed the heater, I'm sure we can help you find a suitable replacement. If it's a PSU issue that's easy.
