Is there any free software that lets you cut a curved surface from something? Like a dome shaped plane?
You have an STL file you want to cut away part of?
I'm pretty sure you can do this with OpenSCAD.
You can import an STL into Tinkercad and then add an remove shapes from it.

Tinkercad is an online graphic editor that uses basic shapes that can be additive or subtractive to build 3d objects. It is free but does require Chrome browser to work correctly.

Can it insert hollow spots inside of objects? I want to make a weighted dye too. lol.
