Topic: Approximating 3D model from 2D image(s)???

I've seen some videos of 3D Modeling people taking different common angles of cartoon characters to approximate how they may look three dimensionally for statuettes or action figures but I don't know what the minimum software requirements may be. I may only have a frontal image of the cartoon in mind. What is a good software to systematically sculpt an object? What have other people tried?

Here is a booklet that explains one way of scanning a 3d object with a 2-d camera or phone and producing a printable  file.
I am not into cloud rograms and have not tried it. but interesting read.

Thanks for the input but I don't have a 3D object to work with. Just a cartoon.
