Topic: light bumps on the extruded plastic?

It's been a while I've had this problem.
Filament looks fine when going in, but when it comes out from the extruder, there are these light bumps on it.
It's Solidoodle's filament.

They are 0.42 mm in diameter, so sorry the photos are so blurry.

I have seen this on PLA. figured its either wrong temp extrusion or just nature of the material. either way I didnt like it under magnification for my irems printed or printer operation issues it can cause

Solidoodle 2 with Deluxe kit cover & glass bed with heater. and 2nd board SD2 used not 3rd and alum platform not installed yet still wood. also need cooling fan installed to board. use Repetier Host couple vers. Slic3r also have all free ware STL programs

Generally this is moisture in the filament boiling and creating a steam bubble.

Makes perfect sense.

How "easy" it is to remove moisture from filament? It seems to absorb moisture much easier or faster than releasing it.
