I have adjusted the pots and e-steps.  Are loose belts to blame for the print quality?

With the exception of a little over extrusion in the top layer I would call that a good print. What exactly are you calling bad or wanting from your printer?

I think he's referring to the Moire, there are several mods available to eliminate that.
.9 stepper motor
1/32 driver
Hobb Goblin
BulldogXL geared extruder motor
Any of the above will reduce if not completely eliminate Moiré.

Is more of an inherent problem with SD printers? I have yet to see it in any of the 4 or so printers I have owned. All not SD of course...

Carl- Moire is possible on all printers, but is more present on machines with a metal hotend.

It can be eliminated with the mods wardjr listed. I have installed everything he mentioned and can firmly say that if there is still a hint of moire, a simple VREF tweak will destroy moire even at .3951 layer height.

EDIT: OP it also seems you are overextruding a little. Recalibrate your extruder and double check your layer height. If the first layer has any gaps in extrusion, you need to bring the bed closer. However, if you are overextruding and do close the gap from the bed and nozzle on the first layer, you may experience shifting and failed prints from the nozzle snagging cooled material.
