An AVR programmer is not required if your board already has a boot loader. 

However if you bought a board that hasn't been programmed with a boot loader, the only way to load firmware into it is with a hardware programmer like that.

BTW, you don't have to pay $34 for something like that.  You can get AVR programmers on eBay for as little as $5.  Just do a search for AVR programmer.

Im hoping i dont need an avr programmer to boot the board. it came with a disc that had the arduino program on it, thought i could just hook it up and use arduinio selectring the right board. but i get usb error.
