I have the same "Ice cream cone" issue - it is a cooling problem. The smaller print area does not have a opportunity to cool before the next layer gets put down.
I have found that slowing down the print speed or messing with Slic3r's cooling settings make it worse. The ABS needs time /away/ from the print head to cool. Slower printing made it worse.
I disabled Slic3rs cooling logic (with no fan it was pointless anyway.) that helped a bit. It printed comparable to the XYZ Software.

What I wound up doing was just printing 2 of the same objects at once a bit apart on the print bed.
So the print head has to move to the second object, giving the first time to cool, before moving back.

Not the most elegant hack, but easy to implement even in with just the XYZ software.

It's gonna be hard to get tips/points that small to come out good without a cooling fan. I'm thinking about designing a fan mount for the Da Vinci, but it won't be for a couple of weeks.
