And unlikely to be the primary cause of poor adhesion... that's far more likely to be uneven bed or contaminants on the bed surface as aluminium has more than enough thermal conductivity to equalise itself over a few patches... . The insulation acts as a tiny helper, not a requirement.

Anyway - re the question from the OP - It is not asbestos.

I am not sure it's exact composition but it's not asbestos.  Most likely some form of fiber glass.
