Easy fix; in your Slic3r settings, go to the Filament tab and select the cooling category. Depending on your Slic3r version you'll want to check "enable auto cooling" (or similar), and then in the block labled "Cooling Thresholds" adjust the settings for "Slow down if..." and "Min print speed". Mine are set for 30 seconds and 10mm/s respectively.

Essentially what this is saying, is if Slic3r estimates a layer speed of <30 seconds; slow down the print speed until the layer takes at least 30 seconds. I print in a sealed chamber without fans and this works for me; though ambient temp and a variety of other factors might mean you'll have to adjust things even more.

That is a pretty common problem relating to heat... there are a couple different solution to try... print several things at once, lower the extrusion temp a bit, speed up the print speed, add a fan below the nozzle. After looking at your pic I would say to recheck the extrusion settings...http://wiki.solidoodle.com/extruder-calibration and http://wiki.solidoodle.com/flow-rate just in case and since you are using black filament probably leave the temp at 200.

Still a noob and trying to get things right.

I was trying to print Lawsy jigsaw replacement parts. The base of the part looked great. When I was getting to the dog ears on top everything started getting really messy. Almost as if it didn't have time to cool right and there was to much extruding from the tip. It started looking like jello as the extruder was laying down new layers. I rechecked my flow rate calibration and they look good. Any suggestions on what to change to make it look better? Thanks!

Oh, guess i'll add i was using the latest RH with the latest slic3r. Bed temp 100/Extruder 200.
