because the material I'm printing is very brittle. the header moves very fast in this way. and the filament will break.

Not in slicer... the reason it does perpendicular fills is to add a matrix in order to build on itself. It the fill was always the same direction your fill would be straight lines throughout and you wouldn't get the strength. Try setting infill to 45 deg so that you still get a better fill pattern. It's not what you want, but will still give you strength in your infill.

Is that possible? if so, can anybody tell me how to set the Slic3r?
Below is the first layer and the second layer. As you can see, they are always perpendicular.
Because one side of the object I want to print is too small, it's not good for the printer to move in this way.
