Please explain in some more detail what the issue you having is. Post what material you are extruding.

20c/hr seems rather slow, but before any assumption is made, please take some pics of the machine and how it is setup.

Make sure that the thermocouple is in the correct location and wired proper into the PID controller.

Without these details it is going to be very difficult to get an answer from anyone.
