It looks like he's set to voltage. If you're seeing 0 volts on the wires that run to the main circuit board, with the heater on in RH/printerface, then either the motherboard has failed or the wiring.

To confirm: set the meter/tester to resistance, and measure the two wires going into the hotend. If it's >8 ohms, then the hotend has failed.

i don't know how to do that i just picked up a multi tester

ok i git atester and think i tested it correctly but nothign came up well i checked both of the wires the blue set cameup as4.93 and the other was 0.00

I pulled the extruder apart before realising that was unnecessary. Just remove the hot end insulation and you can get to the heater fairly easily. Mine is the newer type with the solid resistor. It's either that or nichrome wire wrapped around the threaded brass pipe with thermal clay around it. The resistor was easy enough to replace. You just have to make sure that you crimp the wires as well as solder them, because it is all going to get hot and you don't want to be relying on the solder for strength, only for conductivity. Bend both wires into hooks, hook them together and squeeze them with pliers. Solder then reassemble.
