The paper tag was fixed by making sure it was as close as possible to the reader. I have other problems with it at the moment so have not tried the emulator again. I think I have a connection problem at the main board just have not had the time nor the want to strip all the covers. There is an update coming for the emulator so I will make time then.

I use the new NFCTag phone app on the other post to program a few tags and its working.
