Thats the right app just look somewhere on a forum post for a template, if you want heres mine but the UID, password, pack and serial numbers arent working for me at the moment:

Put this into a text file and emial it to your phone or something then click load in the app and write it.

The problem with your file above is that the password (8A4E276C ) is put in word 42 instead of word 43. (zero based counting )
it should be:
word 43 - 8A4E276C
word 44 - 8B1E0000

So to make life easy to generate tag data, I created this program that runs on Python 2.7

So i'm kind of a noob when it comes to fancy tech like the EMUTAG, but I heard that you can read/write to it with an android phone, and it would be great since this would save me $30+. I downloaded an app off of someone's forum post called mifare ultralight ++, but I have no clue what values to enter.
Could someone help?

Mifare will not work as these are not Mifare tags. Try looking for an app that is general not specific a brand or type of card.
