I'm about to buy an FT-5

Congratulations seems like a nice kit .

I noticed they offer ABS filament for $13 1kg. Why is this so much cheaper?

Depend what you are comparing it to it is only a couple dollars a roll cheaper than inland brand from micro center.
FT specializes in 3d printing. And I expect FT has relatively low overhead as compared to MC . I have been to there facility . it is nice , clean and well maintained but is is not a premium retail location . they are a net business does not have to be in a high foot or car traffic area. MC locatoions tend to be in strip malls near a highway in populated areas.
If you want to try some made in USA stuff for about twice the price look here.

I expect it comes from China as does many of the parts  will be for your printer.
