If you're cranking 21.5v at 100% dutty, your choices are pretty much:
1) it's a temperature misread (wrong thermistor?) and you're droooling/cooking filament (btw, can you extrude ABS at your 200?)
2) the heat isn't getting from heater to thermistor (thermistor fully inserted and heater snug?)
3) little heat - the heater is failing (fatigued wired somewhere, either internal or at insulation)
4) the heat is getting sucked away the heater (thermally shorted to the extruder? which would be getting really warm. Or one whirlwind of a fan pointed at the heater block)

On the leads next to the heater reads 21.5.

- I have a spare heater, so I switched that out
- The glass on the thermistor was cracked, so I replaced that
- Double checked all the connections

I just finished wiring it all up and the extruder is now heating. We shall see what happens...

Does the printer config menu show you're at 100% heating?

If so, look for a loose connection or damaged wire. Otherwise, get out a voltmeter and see where the voltage to the heater is dropping.

I can get my press to heat up to 200C within a few minutes, but then it starts to level out and will not reach above 230C. If I let it set for 30min or so I can get close to 220 and then the temp will even out here within a few degrees.

My printer has been working great for a month or so but now this happens and solidoodle support is no help...
