I can understand the tax issue, my concern would be more that he had to pay separate shipping at a higher rate for something that should have been included in the initial shipment. That they charged him for what was essentially their screw up (not including it in the first place) seems a bit cheeky to me.

Nope, I didn't have to pay for the shipping itself, at least. Just the resulting fees (which were substantially higher because of the expensive shipping, but also lower than the shipping cost itself, of course).

The reason why the Oprah thing was poor example, is because that giveaway was treated the same way a lottery winning is treated, as income.  So the people that got the cars ended up being taxed by the IRS, by adding the retail value of the car to their income, and taxing them that, which for some people it ended up being as high as 25-30%.

Anyway, I was looking at the Georgia Ad Valorem tax on vehicles, and frankly, I'd take that any day over the standard California Registration fees.  In Georgia you only pay the Ad Valorem tax once when you transfer the title, then you just pay a yearly registration fee of $20. 

In California, our registration fee is based on the type of vehicle, age of vehicle, declared value or purchase price, county of registration, etc....  So you technically pay the Ad Valorem tax every year based on what the value of your car is that year.  They just refrain from calling it a tax.

That statement is incorrect. 

In most states, the "Use Tax" on gifted items, including cars is waved.  Take a look at the link below from the DMV, and you'll find that all you need to do in most states is file a "Use Tax Exemption" and you don't have to pay any taxes on it. 

When you're gifted a car by a relative, you can even wave the registration and the smog test.  If you're not a relative, they you need to pay fr the registration, smog and new title.

In the case you mention (the Oprah car giveaway), that was considered a prize winning (like the lottery).  As such it's considered earned income, and subject to taxation.

I used the word gift to describe the fact that Oprah's show gave the car to a person.

In Georgia for example, you must pay tax on cars that are gifted to you, at the fair market value.... even if it is gifted by a relative. This is called the Ad Valorem tax.

I was just providing a quick example, but hopefully that clarification settles it for you.
