That still looks a bit fast for a print as small as that. Did you reduce the travel speed too ?
There's another trick you can try with small prints. Print 2 or more of the same file.
That'll give the layers more time to cool and should give better results.
Or like I said before, use a fan to cool the layers as they print.
It looks like the layers in your print are being moved around as they haven't had time to cool and are still soft.

You might also need to use a layer fan.
If it still isn't right, drop the speed again.
