They are performed in sequence down the line as the machine reads them. To do what you want you just need to change the order of two lines. The issue is that this is not something that can be changed with a modification to start setting in slicer, but needs to be edited manually each time if you want it to behave this way. There may be a setting deep in slicer somewhere in it's ini you could edit but your wanting the printer to perform in the opposite of the standard. What they want to normally happen is for the head and bed to meet as the bed is moving up. This aids in the initial bead of filament sticking. Your wanting it to do the opposite as I under stand and that will cause adhesion problems possibly.

G1 Z5.1 F5000 ; lift nozzle

here is some gcode that I am printing now.
this is the top few lines
; generated by Slic3r 1.1.7 on 2015-01-28 at 21:46:19

; perimeters extrusion width = 0.40mm
; infill extrusion width = 0.67mm
; solid infill extrusion width = 0.67mm
; top infill extrusion width = 0.67mm
; support material extrusion width = 0.40mm

G21 ; set units to millimeters
*M107 <--------Turns your Fan OFF
*M190 S90 ; wait for bed temperature to be reached <---Sets and waits for bed to reach 90.
*M104 S210 ; set temperature <--Sets Extruder to 210. Also what do you mean by too high? It can not go higher than the otpo sensor at the back above the bed. That is the home position. You can change it by creating an off set either in the EEPROM or in the slicer that it will move to when it begins to print. But when it is not printing it will always be at the level of that sensor.

This is what you need to follow and pay very close attention to..

Home machine. Use fast position menu to bring z to 10 and x and y to nominal positions for you to work with so that nozzel is above the glass working area, 50 50 should be good. take a scrap of paper and place it on the glass bed and lower the z till the paper just begins to grab in the gap. The z height is the negative value to add to the eeprom z position. IE my height was 3.0 I made z home position -3. Power cycle the machine. without homing and move the head around the build are to ensure there are no areas of dragging or excessive gaps.
