I dont have any z lift enabled and I did change the EEPROM for the retraction speed as Ian mentioned before to get the full speed. The wierd spikes are present with a repaired model as well which is strange but they dont show up in the model only the gcode preview. When they print it does try to print the spikes leaving blobs on the outside.

I forgot to mention, I've seen the spikes reported as a bug with Slic3r 097. Try it with 093, which is still available at Slic3r.org.

Have you checked the stl? It is weird that the gcode is sending the layer out so far on those spikes. Does your preview of the stl show those? You might need to use meshlab, netfabb, or meshmixer to clean up the stl if it does.

Try turning off Randomize Perimeter Starts (something like that). Do you have Z Lift enabled in the retraction settings? It can cause blobs like that because the plastic can ooze while waiting for Z to move. If you need lift, keep the distance less than a layer height. Also turn up the max feed rate for Z in the EEPROM config so it can make those moves faster.

So first thing that seems to be bugging me is the little bumps I get right when slic3r finishes the outside perimeter. Im using slic3r v .97 and my retraction settings are 1.6mm and 75mm/s. Can someone point me in the right direction to help minimize these bumps? Another thing is that slic3r sometimes slices objects and leaves random spikes of filament off the object. I attached the pictures of what im talking about.
