If you are bridging too slow, then the filament is extruded over air and then cooled resulting in stringing. As wire10ga said, you could also try mounting a fan to cool the filament faster.
Adjusting the speed probably won't get it perfect without the fan, but it is an easy test.

I am currently using a solidoodle 2 expert with the rev-e board. I do have the enclosure installed, but by calibrate the extruder do you mean the flow rate of 100 mm when you extrude 100 mm cause i already did that, and it extrudes the proper amount now. i can play with the z height but i am not having any problems with sticking or lifting ( b/c of the elmers glue ).

how do i know if the bridging speed needs to be increased?

1) Calibrate the extruder
2) Adjust the Z height. You want the first layer to be fat and flat like a ribbon.
3) On "bridging" sections, set the speed higher if needed. Speed can be adjusted under Slic3r settings SPEED
4) If you do not already have an enclosure, make one.

This looks like some of my first prints, and once I did these I got better results.
