That comes down to the design and wall thickness of what your trying to print. If you don't want any infill but you are looking for a solid part? Try designing the wall thickness as multiples of your extrusion width then set number of perimeters to match.
So if you have an extrusion width of .42 and want say 4 perimeters design at a thickness of 1.68

I'm getting somewhere. I've noticed that when I select 3 as the value in Slic3r > Layers and perimeters > Vertical shells this starts the pointless back and forth with no extrusion problem again. Fine so when I select a lower value, the back and forth stops but then I'm left with an inner and outer perimeter wall (I'm making a cylinder) and between the two is a space which is leaving it fragile and it needs to be filled. How can I force this to make a 3 layer wall without the back and forth going on?

yeah the settings you said wont cause that. like Azerate said hopefully you still have the default settings to compare to. we save any modified settings as dif name that way you keep the baselines for reference. bet I got couple dozen settings saved in my Slic3r at least due to many factors requiring tweaks. any re-install of slic3r puts defaults back in while usually leaving any you made, but I found where RH keeps the settings in a folder and saved a backup for piece of mind lol. everything I install or use for my 3D printing is kept in a folder along with others I made for all my personal stuff to backup weekly for that ever looming "some day never" so I can always start over complete ;^) had those days b4 and glad I planned ahead.

PS like a PC joke my kid heard years ago "you know why the Devil kept loosing all his files when power failed but Jesus didnt? cause Jesus saves" LOL
