]]>Have you tried an extruder calibration? Seems like not enough plastic is flowing to bond with the bottom layer.

+1 it needs to be calibrated and it only takes a few minutes.
Verify that it isn't stripping I had the most trouble with that exact white filament from Solidoodle and could show you many examples of mine that looked Identical to your pictures. If you are getting any white dust or shavings on the drive or bearing you are dealing with some form of clogging. Since I switched over to the E3d hot end I have been able to use that white filament again without any problems.

]]>Can you tell us if your filament is stripping even a little bit while it does this? You should be able to hear it while it is stripping.
I have had this happen on my machine and the cause was the barrel not being tight enough in the peek. The plastic would build up in between the joint and restrict the new filament from being able to extrude properly. I also ended up with what looked like burnt plastic coming out which in my case also caused a partially clogged nozzle.
Oh, and +1 on the settings. More details please.
