I've been doing Import and Export for quite a few years now. We mainly deal with exports from US of large mining equipment all over the world but occasionaly get into smaller container and LCL shipments.

Basically BIS is....
The mission of the Bureau of Industry and Security (BIS) Export Enforcement is to protect U.S. national security, homeland security, foreign policy, and economic interests through a law enforcement program focused on: sensitive exports to hostile entities or those that engage in onward proliferation; prohibited foreign boycotts; and related public safety laws. BIS's Export Enforcement (EE) is an elite law enforcement organization recognized for its expertise, professionalism, integrity, and accomplishments. EE accomplishes its mission through preventative and investigative enforcement activities and then, pursuing appropriate criminal and administrative sanctions against export violators.

For something like the Solidoodle being it's open source it should be declared as NLR (NO LICENSE REQUIRED) so there should be no need to contact BIS or Dept of Commerce.

You can read a little (if you are bored) here http://www.bis.doc.gov/policiesandregulations/index.htm

Who are they?
4.
This forum is the best place I think. For faulty parts if that happens, contact soliodoodle directly.
5.
Just that you will need an powercable that fits your wall outlet or an adapter, besides that there shouldn't be any problems.
