Then when you enable chit chat all the proper settings will be stored. Also by disabling it on the initial compile and flash you rule out wrong settings already stored being an issue with your adjustments.

My DaVinci 1.0a has stopped heating the bed and the extruder.

I checked the usual suspects, namely the fuses / zero-ohm resistors, and they all look fine. (I had previously replaced R271 with a real fuse. And the fuse is fine.) All the power supply connections running into the main board have the correct voltages. The 3.3V, 5V and 12V LEDs are all lit when running. The print area LED lighting works, too, as does the fan (which correctly turns on when the extruder heating is on). The temperatures shown on the display appear accurate.

Putting a voltmeter across the bed or extruder heating connections on the main board shows 0V even while heating is activated in the firmware (I am using Repetier). This is obviously the problem, but I have no idea how to fix it.

If I disconnect the bed/extruder from the main board, power cycle, and then check the bed/extruder connections on the main board, then sometimes I get an initial voltage of 6-11V, which goes down to zero in a second or two. This suggests that it's not just a broken connection.
